Sometimes senators who are not elected can be cabinet ministers. ---Cabinet and Executive powers are fused or intermingled because unlike the US, cabinet ministers are MPs. (For the most part)Constitutional Convention: Unwritten rules of the constitution of Canada which are not legally bind able however have political legitimacy. ---The governor general acting on the advice of cabinet is a constitutional convention. Loss of confidence is a constitutional convention where the government must step down.Backbencher: A member of the legislative branch of government (elected M.P) who is not in the executive branch nor is assigned any special duties such as parliamentary sectary to any ministers. My M.P Jennifer O’connel is a rookie M.P therefore she wasns’t given any special portfolios. In the chambers she sits at the very back, further away from the Prime Minister. Therefore she is a backbencher.
