5. Please discuss at least two public laws passed by Congress to regulate  immigration in 1996.  Welfare Act of 1996 - the Commission advised against broad, categorical denial of public  benefits to legal immigrants - the denial of supplemental security income and food stamps to legal  residents - revised the public charge ground for admission by requiring a family- sponsored noncitizen to obtain a legally enforceable affidavit of support o (1)the sponsor must agree to support the alien and family at an  annual income of not less than 125% of federal poverty  guidelines, until such time that the alien becomes a naturalized  United States citizen, or until the alien, their parents or spouse,  has worked in the United States for forty qualifying quarters (i.e.,  ten years);  o (2)the affidavit is legally enforceable against the executing  sponsor by the sponsored alien, the federal government, any
