The problem of bureaucratic control Why bureaucracy?  President Reagan o President Clinton: “ the era of big government is over “ Enhances efficiency o Unless we want congress writing regulations about how long animals  should be kept at airports, and the right amount of pesticides used in a  particular area, etc etc,  We need bureaucracy to take over some of these areas  What do we mean by bureaucracy?  o government o Complex structure of offices, tasks, rules, and principles of organization o Big institutions use to coordinate the work Have expertise, and enforce the laws, regulations, etc  o Government without bureaucracy: frightening Politicians have to be specialists, and wouldn’t have the expertise.  Bureaucracy enhances efficiency  o Division of labor o Experts specialize in specific tasks. o
