The original intent of the founders was to have the congress be the strongest  branch of government – they wanted it like this because of how things happened  with the British. For a long time congress WAS the strongest branch Slide 2: Divided government: president is one party and the Legislative branch is the  other party Unified government: both branches are in control by the same party Slide 5: Most important power of congress is to make laws This power is shared between the house and the senate In order to become a law the bill has to be passes by both the house AND the  senate.
