Outline Example Medicaid Policy Paper FMSC 381 1. Introduction A. For over 40 years, the Medicaid program has proven to be a controversial but critical piece of the social welfare net in the United States. 2. Overview A. President Lyndon Johnson’s War on Poverty was created in large part as a response to civil unrest in the early 1960s. B. The government’s new programs were not only designed to address inequalities in civil rights, but to transform growing economic inequalities – in particular, a large population of poor families in the rural South and in Appalachia. C. Medicaid was enacted in 1965 as part of Johnson’s Great Society program, and it was unique as one of the first federal initiatives to provide more than just temporary cash assistance or jobs to poor Americans. 3. Intention A. The intention of the new Medicaid legislation was to extend medical insurance to previously uninsured low-income persons. B. Medicaid does not involve a cash payment to recipients, but instead a direct
