11/24/10 Navarro S141 A History of the Profession:  From the English Poor Laws to the Present It is no accident that social work, social challenges, and the  institutions that developed as an effort to address those  challenges almost have a parallel history: The origins of the American social welfare are found in the English  Poor Laws, which although were passed over 400 years ago, changed  how society thought of and addressed the issue of poverty. These laws  differentiated poor individuals between   deserving   ( older adults,  chronically ill, people with disabilities, and children)  and  undeserving  (the  able-bodied, perceived as malingerers , fraudulent, and immoral)   (Glicken, p.17). The deserving were place in almshouses, where they received minimal  care. Children were placed with families and were expected to work.  This practice was called  indoor relief . The undeserving served as  indentured servants, slave laborers, or were placed prisons or  workhouses (see p. 19) 22
