The political society comes into being when people are united into one body and have a common established law and judicature to appeal to, with authority to decide controversies between them and punish offenders. In a politic or civil society, every one of the members hath quitted his natural power to preserve his property, his life, liberty. By doing all these, men in the soceity resigned their right into the hands of the community in all cases that exclude him not from appealing for protection to the law esrablished by it. And thus all private judgment og every particular member being excluded, the community then comes to be umpire. it would be a foolish thing for a person to acquire more than she could use if it were not for money because the fluits and more of the things could not keep for a long time, if she acquire too much, she would only waste it, and state of nature would not allow her to do it....
