Outline Thesis: Gun control is an effort to stop the rise in violent crime by strengthening laws on the ownership of firearms. I. It is a man’s right to own a weapon but gun control laws should be tougher to reduce the illegal gun sales. A. The United States is the leader in per capita gun deaths among industrial nations. 1. Various gun control laws at the federal and state levels look to reduce crime and violence by restricting private gun ownership or make ownership more difficult. 2. There is little evidence that the Second Amendment was made to protect an individual right to bear arms. 3. Due to less strict laws concerning gun control “the number of homicides committed annually with a firearm by persons in the 14- to 24-year-old age group increased by 173% from 1985 to 1999.” B. Because of the less harsh laws, many criminals are able to obtain weapons easer. 1. In the United States it takes anywhere from a few days to a couple of weeks to get a permit to carry a handgun.
