What are electron shells? A maximum of how many electrons can be held in each of the first three electron shells? Electron shells are Atomic orbitals of similar energy, Arranged in roughly concentric layers around the nucleus of an atom, with electrons in outer shells having more energy than those in inner shells. A maximum of 18 shells can be held in the first three electrons 6. What property of an atom is the major factor in determining the chemical reactivity of an atom? The number of valence electrons in the outer shell.
