Certain behaviors that may suggest a disabling condition that calls for special education assistance are viewed as normal in some cultures; parents from those cultures may not see them as problematic. 3. Identify two ways in which assessment may contribute to the overrepresentation of culturally diverse students in special education programs. 1. Using assessment instruments that are designed and constructed with specific language and content that “favors” the cultural majority 2. Using assessment procedures that are biased, either implicitly or explicitly, against people from culturally different backgrounds.

4. How does migrancy among culturally diverse populations contribute to academic difficulties? In many cases, migrant families are characterized by economic disadvantages and language differences. Children in migrant households may move and change educational placement several times a year, which limits continuity and contributes to inconsistent educational programming. 5. What are 2-3 factors that have contributed to heightened attention regarding the disproportionate placement of minority ethnic and cultural groups in special education?
