Using assessment procedures that are biased, either implicitly or explicitly, against people from culturally different backgrounds.

4. How does migrancy among culturally diverse populations contribute to academic difficulties? In many cases, migrant families are characterized by economic disadvantages and language differences. Children in migrant households may move and change educational placement several times a year, which limits continuity and contributes to inconsistent educational programming. 5.
