ENV320H Sept. 24 Public Policy Class format Objective: to examine the general process of domestic policy making in Canada in order to assist understanding of the specific field of environmental policy making Note: page numbers refer to those of the reader (bottom of page), not the reading itself. 1. Defining policy within the context of politics . policy = what governments do or do not do, faced with a particular social problem; results from technical, expert dialogue and negotiation, often in secret, amongst state and non-state actors . politics = the larger, public, ongoing debate over societal values and goals, and how government can help achieve them . politics sets the frame within which the policy process must proceed (thus narrowing available policy options), but does not prescribe the particular policy; that results from the policy process 2. The policy process . rational, linear model (last week's lecture, reader p. 5); despite valid critiques, a useful model . competition amongst government departments, each represented by their minister at the cabinet
