December 13, 2010 PSCI 1014 Charles Walcott Final Exam Chapter 15 PACs are the fundraising and spending arms of interest groups o Proliferated in the 1970s after passage of campaign reform  legislation, which made it clear that they are legal o '70s saw growth of "public interest" (collective goods)  organizations, mostly liberal (e.g., environmental, consumer). o '80's saw growth in number of business PACs, now the most  numerous category Lobbying Congress o Image of corruption is misleading.  Most lobbyists are honest --  if they are deceitful, they lose effectiveness. o Provide legislators with 3 basic things they need Detailed info on practical consequences of legislation.
