Social policy operates by redistributing wealth, status and rights. This makes social policy one of the most contentious issues in American politics. Write an essay that (1) identifies the instruments of social policy in the U.S., (2) delineates the specific goals these policies pursue, and (3) critically situates these instruments and goals in relation to the values of equality, liberty, and democracy. In short, what does the social policy in the U.S. today tell you about (the current condition of) American political values? I. Intro a. 3 instruments i. Taxation for wealth redistribution ii. Welfare as redistributive policy iii. Civil rights, access to all public space b. Social policy creates a conflict between equality and liberty c. Americans, despite espousing conservative views, in practice prefer equality over liberty, especially when social policies benefits democracy or the populations receiving assistance are seen as deserving II.
