Topic # 2: Lowi offers three theories to explain why the American presidency has become increasingly powerful since the mid-twentieth century. Explain these theories and identify the one that you find most persuasive. Why do you agree with this theory? What type of evidence would lead you to reject it? Introduction: 1) Inherent in the Constitution was the establishment of Congress as the superior branch of Government. (Possibly discuss the powers granted to Congress) 2) Congress consists of a bicameral system (house of representatives and the Senate) which provides adequate representation of each state to the national government. 3) However it was understood that no branch would ever become too powerful because they would always have their self interests in mind and would always try and obtain power for themselves, not give it to others. 4) Congress however, has allowed the Presidency to become increasingly powerful since the mid-twentieth century.
