Use of Force David Creed (speaker) Expert hostage negotiator, crime scene investigator Likes small agencies – you get call, you investigate call, you get to have your own crime scene Big agencies – get call, someone else takes over Worked in south Dallas for a long time Basic Levels of force : Verbal – warnings, talking Intermediate – less than lethal, not supposed to be deadly Deadly – intended to kill Escalate/Deescalate Force: - officer says stop doing something, you curse at him, you can escalate to hands on - she says ok sir sorry, you deescalate If you use force, do you arrest them? If you have to use a high level of force, you should probably arrest them to save your ass Consequences of improper use of force: June 10, 2008 Callwell, TX - 2 officers involved in critical incident - 36 year old male walks into car dealership about 5:10pm and wants to buy white ford mustang, asks to test drive it, they have to send a salesman to test drive with you, agrees. Salesman comes up and off they go.
