Washington has informed China, Japan, Russia and other nations of its intent to win Senate approval for the agreement ahead of the Nuclear Nonproliferation Treaty review conference, according to diplomatic sources connected to the United Nations (see GSN, April 21). Ratification would require support from two-thirds of U.S. senators, making the move a political challenge for President Barack Obama, the sources noted. The pact cannot enter into force before it is signed and ratified by 44 "Annex 2" states -- those that had nuclear weapons or nuclear weapons technology at the time the treaty could first be signed in 1996.
