The advantages are poverty, accessed through political voice and voting, and exclusion. Impacts are poverty, genocide, and global annihilation. The 1AC includes a framework prioritizing challenges to stigmatization and exclusion. Run T-increase, but only turn Extra T if they run add-ons off the extra topical part (tourists). In the 2NR, you can go for homes CP with postal overstretch DA as net benefit, or Cap K. Both strats work under the aff framework by reducing stigma associated with being homeless and focusing on excluded groups. Because the aff solves for both advantages by solving for poverty through voting and political voice, the case args on poverty are must-reads; they destroy solvency so the aff cant solve for their own harms. CX Questions: 1. Does the plan increase funding to USPS? (Sets up postal overstretch DA and T-increase) 2. Exclusion has been going on for centuries. Why havent the impacts of genocide and global annihilation happened yet? 3. The 1AC NCFTH 09 card says that the homeless can use the address of a shelter to vote. Isnt the status quo solving? 4. That same card says that many states dont allow P.O. boxes to be used in place of an address when registering to vote. How does the plan solve that? 5. Do the homeless have photo IDs? 6. Where in your Balibar 04 card does it say marginalization causes global annihilation? What are the warrants? 7. Your Hoch 05 card says more than 1/3 of the homeless are children, who cant vote. Do you solve for only 2/3 of the homeless population, then? 8. Why cant the free general delivery solve for the case?
