1 Maltreatment Any act of commission or omission on the part of a parent or caregiver that results in harm, the potential for harm or the threat of harm in a child under 18 – Physical abuse – Emotional abuse – Sexual abuse – Neglect abuse Risk factors Child factors – Under age 4 – Special needs Family factors – Lots of stress • Single parenthood • Poverty • Family violence • Chronic health problems – Lack of support/ isolation – Large number of children – Bad parent-child relationship – Negative interactions btw. parent and child Community factors – Violence – Concentrated disadvantage • Poverty • Unemployment – Poor social connections Perpetrator factors – Lack of knowledge about child dev., parenting – Substance abuse/ mental health problems – Young age (esp if woman) – Low education – Non-biological caregiver in home – Thoughts that justify maltreatment
