2 EAST AFRICA – SURVEY OF INVESTMENT OPPORTUNITIES IN THE INFORMATION AND COMMUNICATION TECHNOLOGY (ICT) SECTOR Section 1: Letter of Invitation 24 TH NOVEMBER 2003 Dear Sir, The International Finance Corporation (“IFC”), a member of the World Bank Group, has been requested by the Government of Finland to provide Technical Assistance (TA) services for the Survey of Investment opportunities in the Information and Communication Technology (ICT) sector in East Africa. This Request for Proposal (“RFP”) is for the selection of the Consultant that will carry out this project. Funding for the consulting assignment is being provided by a grant from the Finland Government through the IFC East Africa Trust Fund for Technical Assistance. IFC will select and retain a qualified Consultant able to provide the required business and IT industry specialists and to achieve the objectives of the TA project. The consultant will be directly contracted and supervised by IFC. This RFP has been sent to a short-list of international and Finnish consulting firms, and establishes the procedures for the selection of the Consultant. It is comprised of the following documents: Section 1 – Letter of Invitation Section 2 – Form of Response Section 3 – Technical Proposal – Standard Forms Section 4 – Financial Proposal – Standard Forms Section 5 – Terms of Reference (TOR) for Consultant Annex I – General Project Information We would appreciate a confirmation from your firm that this letter of invitation has been received, at the latest 5 working days after reception. Your confirmation should state that all information provided by this RFP will be treated in commercial confidence. Signatures, etc.

3 Section 2: Information and Grading The following section describes the information required from bidders for the evaluation process, which will include the separate review of a technical and a financial proposal. Requests for clarification on this RFP must be submitted in writing, up to five working days before the proposal submission date. Proposals should be formulated in English and be limited to a maximum of 20 pages, including annexes. Technical Proposal a. Experience of the firm Experience of the firm in: (i) Business consultancy; (ii) IT sector development expertise (iii) similar projects in emerging market countries and/or involving international development institutions; (iv) Macro and micro economic approach in understanding IT sector development Bidders for this consultancy opportunity are requested to provide a statement in their proposals as to whether they are an Affiliate of, or have a current business relationship with, an investment entity that explores such opportunities or companies and businesses that are identified and promoted in the final report.
