H ir sch discover ed that the str uctur al engineer ’s plans did not call out the size of the r einfor cing steel at the cr ack location. The contr actor , as was his usual pr actice, used minimum r einfor cing steel for temper atur e r einfor cement. Sept 2010 Effective Engrg.
