WHAT WILL McFAMILY DO WITH GENERATION Y? 2 Introduction/Overview The news, here in Washington, D.C., talks about bloated Federal spending, where to make appropriate budget cuts, and the Department of Defense is not excluded. As the Secretary of Defense, Robert Gates, has directed, the department is undergoing a series of reviews that will be used to develop a plan to gain efficiencies and eliminate redundancy. In a time where the Federal workforce is aging and the flagging economy is keeping people on the payroll longer than expected, it may seem counter-intuitive to talk about recruiting and retention. Many ideas have been surfaced about how to save money, many having to do with freezing pay, two week furlough and a hiring freeze for Federal employees. It took years to overcome the damage done by the last hiring freeze. Without young people moving into the workforce soon after they finish their college education, we lose them to private enterprise. The work will continue here, and the new generation will affect how it gets done. This is my agency, and I had to address my bias. I stayed clear of what could be done now, and focused on the future. I researched Generation Y, the young people that are currently joining the workforce and will be for the next few years. In my research, I learned that one overriding requirement will be flexibility. I reviewed Department of Defense Instructions, policy memorandums, and the Office of Personnel Management’s website for current policies pertaining to workforce flexibility options.

WHAT WILL McFAMILY DO WITH GENERATION Y? 3 Main Body How does a federal agency go about recruiting and retaining the best and the brightest young citizens to lead government efforts into the next generation? That is the question I posed during this agency profile. The agency I chose is the Office of the Deputy Under Secretary of Defense for Military Community & Family Policy (MC&FP), known affectionately as “McFamily”. A political appointee, the Deputy Under Secretary of Defense (DUSD) for MC&FP, Mr. Robert Gordon, a retired Army Colonel, heads the office. A career civil servant in the Senior Executive Service is the continuity behind the political appointee. The Principal Director (PD), Ms. Virginia Penrod, is a retired Air Force Colonel. These two senior executive service officials depend upon an administrative staff and several Directors who manage discrete programs that affect military communities and families. Senior Executive Service is a grade grouping that is above the General Schedule, and is equivalent to military General/Flag officers in terms of protocol and authority. Directors are in the grade of General Schedule 15, which is the highest grade in the General Schedule. I have attached a briefing that goes into detail about the breadth of the functions of this organization. It contains an organizational chart or wiring diagram. The DUSD MC&FP reports to the Under Secretary of Defense for Personnel & Readiness (USD P&R), Dr.
