President bush was p ushing before 9/11 for real guest worker program that would let people go back and forth. Right now a lot of our temp. immigration programs don’t function properly Over-burdened system – huge back laws when getting green cards. Native born workforce – Integration Security- Redesigning the System o Comprehensive immigration reform Visas – need to figure out balance in between having enough visas and not so many that we have so many people
