Immigration Institutions: changes after 9/11 o Prior to DHS Structure of Homeland Security prior to the formation of DHS The recommendations of the Hart Rudman Commision Stalled progress in 2001 The September 11 th attacks Spread across 40 separate agencies, and over 2000 congressional accounts. DHS has spread to encompass things that aren’t really their concern In the late 90s the Clinton put together the hart rudman commission – designed to analyze international threats. They were one of the first groups to say terrorism is going to be a serious problem. In mark Thornberry in 2001 produced a bill that reproduced the hart thing. Who did or didn’t become a citizen wasn’t dhs’s concern. 11 days after those attacks, bush announces he will create dhs in the white house. o Post 9/11 OHS/HSC Lieberman/Specter DHS proposal No concrete action Bush’s proposal for DHS Submitted by Bush directly to congress Passed in near identical form on july 24, 2002, signed on November 25, 2002 Reorganization plan targeted January 24, 2003 as stand up date
