As for the other programs used in the optimal solution (programs 2, 6, 9, and 13), it is possible to look into negotiating the prices. However, most of these programs are already relatively cheap and are not used that often. Also, they all clearly give some sort of necessary skills, which is why they are part of the optimal solution. So we would probably not be able to negotiate the prices of most of these programs by too much. Program 10 is only win-win negotiation available at this time....
