We concluded that 3, 5, 7, 8, 14, and 15 are all 100% necessary, as the problem would be infeasible without them. Many of these programs are heavily used though and so it is still vital for your company to try and negotiate some sort of "sales by volume" sort of deal. Ultimately, they currently have the power to reject your offer because at this point, your company absolutely needs all of the 6 programs described above. But it would be good to attempt to negotiate a better price. You could potentially develop some sort of in-house training program or use off-site lectures that replicate some of the skill-trainings that

As for the other programs used in the optimal solution (programs 2, 6, 9, and 13), it is possible to look into negotiating the prices. However, most of these programs are already relatively cheap and are not used that often. Also, they all clearly give some sort of necessary skills, which is why they are part of the optimal solution. So we would probably not be able to negotiate the prices of most of these programs by too much. Program 10 is only win-win negotiation available at this time....
