Health Care Systems- Four Basic Models There are approximately 200 countries on our planet and each has its own set of arrangements for meeting the three basic goals of a health care system: Keeping people healthy Treating the sick Protecting families against financial ruin from medical bills. Health care systems tend to follow four basic models: The Beveridge Model The Bismarck Model The National Health Insurance Model The Out-of-Pocket Model

The Beveridge Model Named after William Beveridge who designed Britain’s National Health Service. Health care is provided by the government and financed through tax payments. There is mix of government and private providers. Tends to have low cost per capita as government as a sole player can control the cost Great Britain, Spain, Scandinavian countries, New Zealand, Hong Kong William Henry Beveridge March 5 1879 – March 16, 1963

The Bismarck Model Named after Chancellor Otto Von Bismarck of Germany in the 19 th Century Insurance system financed jointly by employers and employees through payroll deductions. “Sickness funds” cover everybody and don’t make profit. Mostly private providers. Tight regulations controls cost while encouraging competition among funds.
