© 2006 by Harvey A. Singer 4 Simple Random Sampling A random sample is a random combination of the population elements. Impartial selection of individuals, purely by chance, that does not favor any one particular selection over any other. So that uncontrolled sources of variation do not influence the response to be studied in any systematic way. As a result, every population individual has the same chance of being selected for the sample. Also as a result, every possible sample has the same chance of being selected as every other sample. The order of selection of the sample members is usually unimportant. The selection process is free of any bias, routine, or sytematics.

But learn nothing new if the same item again. Sampling without replacement is when the selected item is withheld from possibly being selected again in the same sample.
