Underlying Assumptions of  Deterrence Offenders have to be aware of the threat Offenders must perceive the consequences of law violation as unpleasant and therefore law breaking and the consequences must be avoided Offenders must believe that a real risk of arrest, conviction, and punishment exists MOST IMPORTANT: deterrence theory assumes that people are rational actors who weigh the relative costs and benefits of their actions and make conscious decisions about what to do
