Let’s cynically assume that they don’t necessarily process them as they arrive. Instead, they prioritize each return upon receiving them (possibly based on total income, amount owing or past history). An object representing each tax return is then inserted into a priority queue. Returns are removed from the priority queue as an employee completes processing one return and is ready to process another.
