PUBLIC POLICY/MANAGEMENT MEMO OUTLINE 31/03/2010 14:30:00 Problem: dangerous, high crime public housing in South East Los Angeles  Speaking as resident of public housing project, Nickerson Gardens, in Watts o Highest crime in my housing project  Write to mayor’s office    Public housing is made for family’s of low income who’s rent is subsided by  the government(HACLA) o Living in public housing, the residents must abide by the programs  rules, but this is not always the case  Gang violence o Between Crips, Bloods and Mexican gangs o Racial tensions in public housing projects  Blacks and Latin Americans  Efforts made by the local and federal governments have decreased high  crime rates but they still exist Context/Background What has worked? o HACLA: program that benefits residents and improves their quality of  life  People that are happier with their life and more self-sufficient
