Meredith Martinuzzi February 23, 2010 PPD 225 Case Study #2: Environmental Quality The Western State Office of Environmental Quality (OEQ) is hoping to expand its goals and mission without disturbing the effectiveness and efficiency of the agency. Facts The Western State Office of Environmental Quality has three main objectives. First, to meet the requirements of the federal government for air and water quality. Second, to create permanent and continuous state plans for enhancement in water quality, particularly near the rivers and streams that are frequented by tourists, and where coal companies dump their waste. Third, to respond to citizen’s needs and desires for environmental quality. Problem The OEQ is struggling to achieve the third goal, while effectively balancing the first two objectives, which have already been achieved. The agency has been specifically critiqued for not responding to more than their “traditional” clients: the environmental, producers and the federal government. They are also criticized for having a “narrow definition” of
