Gabriela Azofeifa A43735792 ESL 220-2 Writing (Morris) Portfolio Essay Two Issue in my nation, Final Draft A polemical trade agreement in Costa Rica Regional trade agreements have become common since 1990; World Trade Organization (2009a) calculates that 400 agreements will be implemented by 2010. Trade agreements between larger and smaller countries usually are seen as a mechanism to ensure access to bigger markets (Whalley, 1998). However, negative and positive consequences should be evaluated carefully when inequality of negotiation parties is involved (Brown, 2007). In 2001, negotiations began between United States and Central America -CA- countries to reach CAFTA - Central America Free Trade Agreement (COMEX, 2004). In 2004, the document was signed and in 2006 US and other CA countries ratified and implemented the agreement (WTO, 2009b). Contrarily, the Costa Rica parliament debate about the negative and positive consequences of CAFTA was unresolved. On October 7, 2007, via referendum with 60% participation (a higher percentage than in the presidential election) CAFTA was approved by a 51.6% vote (Murillo & Venegas, 2007). Finally, laws for the implementation were approved and CAFTA initiated in Costa Rica on January 1, 2009 (Murillo & Villalobos, 2008). The Costa Rica economy is small and highly dependent on the US market. In 2003, 47% of CR exports were sent to US and 51% of imports came from US. This apparent equilibrium is unreal because exports to US correspond to some US$3-billion and imports correspond to US$4- billion. Between 1999 and 2003, 54% of foreign investments in CR come from US (COMEX, 2004; INEC, 2004). This context evidences the fragile position of the CR economy without US and confers extreme importance to the trade agreement (de Paula, 2007).
