CHAPTER 3: ENVIRONMENTAL POLICY Watershed: land from which water drains into the river Policy: formal est of general plans/principles addressing problem Public policy: policy made by gov. Environment policy: policy that deals with human interaction with environment 5 th amendment: can’t take prop of owner o Regulatory takings: gov. deprives prop owner of some or all economic uses of property 14th amendment: equal protection of its laws – basis for Environmental Justice Environmental policy 1780s - late 1800s: management of public land, promote settlement and extraction/use of natural resources o General Land Ordinances of 1785 and 1787 : gov manage unsettled lands and create a grid system for surveying them and readying them for private ownership o Homestead Act of 1862: citizen can get public land for fee by living there for 5 years and cultivating the land/building a home o Mineral Lands Act of 1866: land for fee for mining/settlement (mining with no gov oversight)
