Those five words comprise a simple declarative statement that defines the relationships and interactions among the various governmental units that make up the American political design. Yet, fixing the exact meaning of those five words, understanding the operation of that federal system, has bedeviled politicians, political theorists, and political scientists virtually since the origins of the Republic. In this class we will examine the historical understandings of American federalism, its evolution, and its present configuration and operation. Special attention will be paid to the key forces and political institutions that have shaped prevailing understandings of the proper interaction among the various levels of government.
