 1/14/2009 I. Reconstruction a. 1865 – 1877 II. a. Offered full pardon for rebels i. For Southerners this was important. ii. All property restored for Southerners  iii. Guaranteed them full political rights including the rights to  vote iv. Highest ranking officials and officers were excluded b. 10% of eligible of men then state could organize new  government, enabled them to reconstruct their state. c. No long term plans were offered by Lincoln for federal  assistance for former slaves or guarantee  of their rights d. 1865 four states took Lincolns offer and were accepted back  into the U.S. (Including Louisiana) e. Congress refuses to seat representatives from 4 states. f. Abolitionists also angry because no land redistribution. i. They wanted to see some political rights for African  Americans

g. Wendell Phillips said “ makes the negro’s freedom a mere  sham” h. Sherman in Charleston i. Bureau of refugees, Freedom and abandoned i. Take land that had been abandoned and give it to the  former slaves  ii. More then a million remained homeless and many were  still living at the plantations where they were slaves. j. For 9 months the task of reconstruction fell to the hands of  Andrew Johnson. (Following the death of Lincoln) k. Andrew Johnson becomes president while congress recess in  1865) i. His plan; renounce right of secession, deny Confederate  debts, ratify 13 th  Amendment l. Under his terms to be back in the union all they had to do is  renounce the right of succession.  Deny that the federal  government was responsible for the states debt. i. Also had to ratify the 13 th  amendment m.  Johnson does not enforce terms n. South feels empowered;  i. Black Codes

Of 80 reporting members from south had been loyal to CSA c. Johnson was Democrat…. . The house and Senate were  dominated by republicans. d. Congress again refuses to seat them e. Rep. had a 3 to 1 majority over the democrats.  i. Had the power to override a presidential veto. f. Congress at war with itself and President Johnson. end black codes. IV.
