In modern society, it is the responsibility of a government to provide the welfare for its citizens. The government can provide education, housing, sustenance, healthcare, pensions and so on. I think a welfare state can provide more than the people provide for themselves. It’s a dream for people to live in a perfect welfare state. During the ten years’ great proletarian Cultural Revolution in China in 1960s, the Chinese people strongly believe in the Communism. The Communism is another kind of perfect welfare. But you know the perfect welfare is impossible. Such a government is involved in citizens’ lives at every level. It provides for physical, material, and social needs rather than the people
