Hypothesis Identification Article Analysis 2 Hypothesis Identification Article Analysis Analysis of the article Federal Budgeting After September 11th: A Whole New Ballgame, or Is It De´ ja` Vu All Over Again? The hypothesis is that the federal budget will completely change and be skewed by those who design and pass laws by taking advantage of what has happened since 9/11. The article goes into detail explaining that the design of the budget and how the government continually and deliberately goes above the amounts allotted than the budget is a farce. The article explains it in this was “if the president and Congress know that the budget enacted every year is not the real budget, but only 95–98 percent of that budget, then the enacted budget and any deficit or surplus target associated with it becomes a fiction.(p.15)” The article outlines that the major factors changing our budget are that we no longer have a
