Copyright 2008 by Cornell University Chapter 2 Pages 24-37 Summary Chapter two discusses the history of the corn and tortilla industry in Mexico and the United States. Tortillas have been produced for centuries by traditional methods. The process of making these tortillas is known as nixtamal. The nixtamal is then grounded and this ground corn mixture is called masa. Tortilla manufacturing was funded by the Mexican government for a long time because it was so important to the Mexican economy and diet. The state food agency Compania Nacional de Subsisentcias Populares (CONASUPO) was created to help the welfare state. CONASUPO funded food products so millions of Mexican families could put food on the table despite drops in wages and unemployment increases. In the mid 1980s Mexico used a neoliberal strategy to end its economic troubles. This included attracting foreign investment, opening Mexico to the world market, and privatization. After CONASUPO was closed down, the entire corn market was privatized. In 1999, the Mexican government ended the subsidy of tortillas and this caused the price of tortillas to rise dramatically.
