The Global Environment Variation in international community’s ability to solve problems Examples: o Greenhouse gases o Overgrazing o Non-renewable resources o Deforestation Some issues states fail to take action despite high costs of not doing so o EX: climate change We know the problem, but we have done very little as a global community o EX: Pesticides Staggering health costs and diminishing benefits of pesticides well known, yet the industry is still largely unregulated on global level Other issues have been successfully and quickly resolved o Montreal protocol Successful Hole in ozone o International convention for the prevention of Pollution from ships Successful Reduced petroleum pollution at sea o Why did these work? Transparency Addressed international behavior Easy to monitor The nature of the environmental good Political behavior in part follows from the nature of the environmental good: Common property or private Tragedy of the commons
