1. Executive Summary The objective of this report is to replicate the process of finding an optimal selection process for the National Cancer Institute (NCI) regarding the American Stop Smoking Intervention Study (ASSIST). Based on our analysis from model we constructed we recommended funding 15 states. This will maximize the budget and provide the most effective use of the resources provided by the government. Specifically, we suggest that the NCI should: Fund 15 states with and estimated budget to $55.2M and an optimized preference coefficient of 45.2 and a rank function score of 59.1. Incorporate a new variable into the selection process; through regression analysis we determined this variable to be statewide education levels. The addition of this variable will assist NCI in better allocating money within the project while narrowing the number of states targeted. 2. Background In an effort to curb the growing human and economic effects of smoking the National Cancer Institute (NCI) has created American Stop Smoking Intervention Study (ASSIST), a multi-year proposal funding program. The NCI needs to devise a selection process that will determine which state’s request for proposal (RFP) are funded, providing an optimal balance across all critical criteria. It is important that this process be objective and defendable as the use of government funds and the scope of this undertaking will undoubtedly incur national scrutiny. A mathematical model, and subsequent study, was created by a group of renowned scholars in conjunction with the NCI that focused on providing a best fit list of states based upon technical merit, funding required and secondary criteria determined by the NCI.
