Responses of the Government: Dual Strategy A. Improvement of Working Conditions The state attempt to empower workers as rights-bearing citizens. A new labor law in 2008 in order to address the rampant problems such as wage non-payment, unemployment, work injuries, and social security B. Repression of Labor Activism As long as workers’ actions are not politically -oriented but self- limiting to purely economic and livelihood demands, the state tolerates labor disputes within the limits of single enterprises. (“Safety valves” whereby protesters could let off steam without targeting the top leadership) But, arrest and imprisonment of labor activists have continued to send a powerful message.
