The Hukou System A. What is the hukou ( 户口 ) system? Hukou is a household registration system created in the 1950s under a centrally planned economy in China. It is the most important barrier separating urban and rural regions. Legal permanent residency and numerous community-based rights, opportunities, benefits, and privileges are limited to the location specified in one’s hukou . One may get a temporary residential permit in case of staying for longer than a month for local employment. Violators are subject to fines, detention, forced repatriation, and criminal prosecution, and even jail sentences
