According to the article, HR woes at Xerox (Grossman, 2001), Xerox had complaints that there were gaps between policy and practice. A company cannot gain trust if they do not follow what they say. In addition, Xerox wanted change but never really implemented anything new except laying off employees. The article also stated, “The Company is in a do-or-die situation, and putting the old leadership back isn't going to get them where they need to be. The people who were the problem are still there." To gain both “hearts” and “minds” trust has to be in place. When there is no trust, there is no relationship. 2. How can Xerox address the three issues of employee value proposition, performance culture, and “three exceptional candidates”? There are several ways Xerox could address these issues.
