Lecture Notes: Chapter 1 What is government? Government is a political association that does two things: o may be direct or indirect o It alone regulates the use of force in a society A government may use force, forbid force, regulate or limit force, and government decides o o o Presence, function, and use of the military The government decides where the line is between spanking a child for its own good and child abuse. Nevertheless, government decisions are often based on public opinion. What is government? It is the institutions and procedures through which a defined geographic territory and the people that live within the borders are ruled. To govern is to rule. What does it take to have a government?
