Changes in training, performance management and communication issues among Greek firms in the 1990s: intercountry and intracountry comparisons Nancy Papalexandris Athens University of Economics and Business, Athens, Greece John Chalikias Athens University of Economics and Business, Athens, Greece Introduction Having joined the European Economic and Monetary Union, Greece has to meet the challenge of membership in a group of countries with fast moving economies and technological progress. Thus the country is faced with the urgent need to adapt, rationalize and increase the effectiveness of its policies and strategies in both the private and public sectors. It is evident that adopting a successful strategy, in any economic sector or organization, depends largely on the human resources, which will undertake its implementation. Starting in the 1990s, many Greek firms, especially large ones, had realized this to a considerable task (Papalexandris, 1993). Human resource policies and practices started to be re-examined in general as firms tried to adopt methods and techniques already successfully applied by multinational companies operating in the country (Papalexandris, 1991). At the same time, there was a strong movement towards introducing human resource management (HRM) in the public sector. Things have shown a gradual progress from the beginning to the mid-1990s (Papalexandris, 1997). Today, as evidence from the Cranet survey shows, there seems to be a considerable progress in the way certain functions of HRM are organized in order to add to the performance and the effectiveness of the firm. In view of the above, the aim of this paper is: 1 To present the progress in the practice of HRM in Greek organizations with special emphasis on training, performance management and communication issues. 2 To compare results from the three survey rounds in which Greece participated and discuss reasons for which certain HRM issues seem to have developed more than others. 3 To compare these developments to the overall European scene and examine whether any changes which are specific to the Greek environment do exist and whether HRM shows convergence or divergence to the general EU picture. Cranet survey in Greece The survey took place three times in Greece during 1993, 1996 and 1999 using a sample of approximately 150 firms, which employ more than 200 employees. Since the majority of firms in Greece belong to the small size category, this number can be considered satisfactory. Among the companies in the 1999 sample, 21 per cent employ more than 1,000 employees and almost one-fifth of them belong to the semi-state sector. All companies participated in the survey through their HR manager, or one member of their top management and, in most cases, questionnaires were filled in during a personal interview between the respondent and a qualified researcher.
