Howard Jarvis and Paul Gann “I’m Mad as Hell” book by Jarvis Born in Utah in 1903, moved to LA and became a successful real estate owner 1962 he retired with a million dollars to his name Tried to go into politics for Republican Senate in California Tried to become the mayor of Los Angeles “Taxes were felony grand theft” Jarvis found his real calling, which was to focus on a hot-button political issue: Property tax Gann was bankrupt Jarvis and Gann became a team 1977 were able to secure the requisite signatures for what was to become Prop 13
