Motivations • Last time:  introduction to teacher “quality” – Some teachers consistently produce large score  gains – Education does not predict who these teachers are  (or will be) • Teacher salaries determined by rigid scales  – Scales tied to experience and education – As a result, teacher salary also ≠ teacher aptitude

Merit Pay:  The Idea • Rigid pay scales:  performance ≠ pay  experience     salary, even if no    productivity   education     salary, even if no   productivity • Do existing teachers have incentive to  improve? • Are highly skilled people deterred from  becoming teachers? – Relatively low return to skill in teaching
