Gonzalez Gonzalez, Maria Ms. Roman, Inquiry Skills P. 2 Research Paper Humanitarian Crisis 23 March 2010 Congo Receives the Cold Shoulder Research Question: How do nations react to the violence and horrible conditions due to constant fighting in Congo and are they intervening to provide a suitable amount of aid towards this large scale humanitarian crisis? Thesis: Despite the atrocities happening in Congo ever since rebel groups relocated there from neighboring countries, other countries are not providing the Democratic Republic of Congo a sufficient amount of cooperation and aid to end this civil war which requires meaningful international intervention. Synopsis: It is a horrible sight to discover the indifference towards humanitarian suffering in Congo that individuals reflect. Although the correct resources are equipped, some factors still prevent the stopping of this civil war. The sources listed hold information on the rebel groups in Congo and how they are contributing to the violence and horrific conditions that accompany it. They also inform about the global attitude towards this issue, which mostly represents a feeling of indifference, or being given the “cold shoulder.” They are mostly articles written around the dates when more action was taking place, such as in 2009 or 1994. The failing efforts to solve this fighting are included in these sources, and in the research paper. With advanced technology, it is possible to defeat these rebel groups, such as in the much larger wars including the World Wars, but they are obviously not being utilized, considering the poor planning and the fact that every minimal difficulty results in another failed project. 1

However, it seems like not everyone feels the same, or at least not to an equal extent. This can be proven by the poor attempts to solve the issues, conflicts and suffering in the Democratic Republic of Congo. Despite the atrocities happening in Congo ever since rebel groups relocated there from neighboring countries, other countries are not providing the Democratic Republic of Congo a sufficient amount of cooperation and aid to end this civil war. Rebel groups from neighboring countries have spread out into Congo, and now most of those countries are sending their armies to intervene and attempt ceasing them. One of the rebel groups is the FDLR, or the Democratic Liberation Forces of Rwanda, that come from Rwanda. They have now settled and function in North and South Kivu Provinces in eastern Congo (“Preventing Genocide”). Refugees International, an organization specialized on refugee issues concluded that, "The attempted military solution to the FDLR appears far from having succeeded in crippling the rebel group, despite the recent disarmament of over 400 combatants by MONUC. Instead, the operations led to serious consequences for the Congolese in North and South Kivu,
