By the time that fines were levied against Chiquita, the company had been a major presence in Latin America for approximately one hundred years and was well aware of the political changes, upheavals and the economical downturn that presented the AUC and other like groups with conditions ripe for extortion. The practice of paying off factions or families in exchange for protection is nothing to new to Columbia and is still prevalent in Latin America today. In Columbia, specifically, there is widespread evidence of corruption on a massive scale by those who are charged with protecting and serving the public.
