I was born in Vietnam, a small Southeast Asia country which is trying very hard to catch up with the changes of our world. As a citizen, if I could change one important thing in my country, I would like to have the performances of the authority municipal government reformed. First, with the reason that the government is trying to develop the country also fixing the problems of the law, there are at least two sessions of the Parliament each year. Each session, the law would change according to the problems and what the congress think necessary. Afterward, the people could not keep up with the changes then no one understands or cares about the law except for the lawyers. Second, the bureaucratic procedures have caused many troubles for the people. The law specifies numerous of unreasonable requirements that could hardly be met. Thus, people still have to have what they need so it will take a person months or even years to get a document approved. For examples, the government provided insurances for poor
