What does it tell you about which power was most eager to make an agreement with the Soviet Union? - Germany was more eager to make an agreement with the Soviet Union. They could gain much from a pact with the USSR whereas attempts made by Britain and France to make agreements did not work out. Germany later went on to develop a trade agreement with the Soviet Union in August and then set up the Nazi-Soviet non-aggression pact in August. 2. How does your understanding of the perspectives of Germany, Britain and France influence your own views about why Stalin chose Germany? Militarily, Germany was becoming a big threat to the Soviet Union as it continued to grow more than the other countries.
